TITLE:  addition of a provisional Recreation Specialist II position in the Parks and Recreation Department

RECOMMENDATION

title

Staff recommends that the City Council approve the addition of a new provisional full-time Recreation Specialist II position within the Parks and Recreation Department, effective FY 2024-25 until the incumbent Parks and Recreation Programs Administrator returns from active duty.

body

BACKGROUND AND ANALYSIS

The Parks and Recreation Department currently has a temporary vacancy because the incumbent Parks and Recreation Programs Administrator received orders for active military duty through September 30, 2025. This vacancy is being filled by internal out-of-class acting assignments, which will create a vacancy at the Recreation Specialist II position.

The Parks and Recreation Programs Administrator provides direct oversight of operations at the centers, senior centers, sports, and youth programs. There are several major projects that the Department is initiating that require this position to be filled by existing staff that understand existing Department operations, including:

•                     Age Friendly Network five-year action plan

•                     Implementation of the updated Field and Facility Allocation Policy

•                     Improvements to the on-line registration and permitting process

•                     Expanded and improved recreational programming during critical hours

•                     Improvements to the Department webpage

The Recreation Specialist II is responsible for day to day operations of a recreation center, including assisting with staff oversight and program development, marketing, and implementation. The Department cannot operate successfully without full-time staff at each facility.

If approved, the provisional Recreation Specialist II position would remain until the incumbent Parks and Recreation Programs Administrator returns, which could be longer if his deployment to active duty is extended beyond his current orders.

FISCAL IMPACT

Staff anticipates filling the provisional Recreation Specialist II position as soon as feasible following City Council authorization. This position will be budgeted in the Parks and Recreation Administration account 935932101. The cost of the Recreation Specialist II position is estimated at $103,075 at the G-Step rate in Fiscal Year 2024-25. The budget allocated for the Parks and Recreation Programs Administrator position in FY 2024-25 is $178,975. The cost for the internal out-of-class acting assignments is estimated at $18,870 in FY 2024-25 and $9,285 in FY 2025-26. If approved, the provisional Recreation Specialist II position will be filled for approximately seven months in FY 2024-25 and three months in FY 2025-26. The estimated difference in annual cost between the Recreation Specialist II and the Recreation Administrator during the 10-month period is a decrease of $25,405 in FY 2024-25 and a decrease of $12,847 in FY 2025-26; therefore, sufficient funds are available.
