TITLE: RESOLUTION APPROVING FINAL MAP NO. T17-00007 FOR THE HILLCREST VILLAS SOUTH DEVELOPMENT

Staff recommends that the City Council adopt a resolution approving Final Map No. T17-00007 for the Hillcrest Villas South Development project, a 12-unit condominium development located on the southeast corner of Acacia Avenue and Poplar Road; and authorize the City Clerk to record the Final Map with the San Diego County Recorder.

BACKGROUND AND ANALYSIS
The Hillcrest Villas South Development project is a 12-unit condominium development located on the southeast corner of Acacia Avenue and Poplar Road. The owners of the property are James C. Meng and Lucy C. Meng, trustees of the Meng Family Trust dated June 1, 2016. See Attachment “1”, vicinity map.
On August 24, 2020, the Planning Commission voted 6-0-1 (Goodkind-absent) to adopt Resolution No. 2020-P23 approving Tentative Map (T17-00007), Development Plan (D17-00011), and Conditional Use Permit (CUP17-00011). See Attachment “2”.
A reduced copy of the Final Map is provided as Attachment “3”.
All financial arrangements have been satisfactorily completed. All pertinent documents have been properly executed by the owner. All grading, public improvement, and drainage designs comply with City ordinances.
The map is consistent with applicable general and specific plans and the site is physically suitable for the type of development. Conditions and restrictions have been imposed to ensure its compatibility with adjacent areas and the entire City.
FISCAL IMPACT
Development fees, required as a condition of map approval, will be assessed and collected per City Code, Section 32B.7. The fees collected will be deposited into respective business units.
