BACKGROUND AND ANALYSIS

The School House, Payne-Johansen House and Jail buildings at Heritage Park, located at 220 Peyri Drive, are in need significant exterior repair. The repair work is needed to extend and preserve the buildings’ useful lives. Repairs will also enhance the exterior appearance and preservation of the building structures.

Staff solicited proposals for the repair work of the three buildings at Heritage Park; the City Jail, Payne-Johansen House (front porch/deck) and the Libby Lake School building, in accordance with the City’s Procurement of Goods and Services Directive. Executive Pros was selected as the most qualified proposer as well as the lowest bidder. Currently, the Public Works department has a contract with Executive Pros for the citywide backflow, irrigation and plumbing repairs but recently extended their scope of services to include all types of general contracting services.

On November 15, 2023, the City Council approved a PWA with Executive Plumbing and Drain in the amount of $180,000 for citywide backflow and irrigation repairs. On December 10, 2025, Amendment 1 was administratively processed to change the name from Executive Plumbing and Drain to Executive Pros. Amendment 2 includes restoration repairs as part of the scope of work as well as an increase to the compensation by $50,000 requiring council action due to the dollar amount threshold.
