TITLE: ACCEPTANCE OF GRANT FUNDS FROM THE FY 2025 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT FROM THE U.S. DEPARTMENT OF JUSTICE

Staff and the Police and Fire Commission recommend that the City Council adopt a resolution to accept $57,403 in grant funds from the FY 2025 U.S. Department of Justice Edward Byrne Memorial Justice Assistance Grant awarded to the City for crime suppression; appropriate the funds to the Justice Assistance Grant Fund; approve the grant budget; and authorize the City Manager, or designee, to execute the grant documents.

BACKGROUND AND ANALYSIS
Since its inception in 2005, the City of Oceanside has received funding from the Edward Byrne Memorial Justice Assistant Grant (JAG). The JAG program primarily provides federal criminal justice funding to state and local jurisdictions to support local crime prevention efforts. The JAG 2025 award performance period expires in September 2028.
The Oceanside Police Department (OPD) proposes to use JAG 2025 funds for overtime and benefits for sergeants and officers conducting violent crime suppression operations and investigating serial crime patterns. These directed patrols will typically consist of two to three officers and one sergeant deployed to high-crime areas, though team size may vary based on operational objectives.
JAG 2025 funds will also cover annual maintenance costs for previously awarded JAG Flock Automated License Plate Recognition (ALPR) cameras. Maintenance includes lens cleaning, focusing, and replacement of cameras and solar panels as needed. This equipment has proven instrumental in solving numerous crimes and enhances citywide crime suppression efforts through real-time alerts, historical data tracking, and pattern analysis.
These project objectives align with the core JAG program goal of preventing and controlling crime. Based on past performance, command staff has determined that highly visible crime suppression operations effectively reduce crime rates and improve community quality of life. Expanding the program to address emerging crime trends will serve as a force multiplier, enabling law enforcement to operate more effectively and efficiently while maintaining Oceanside's security infrastructure.
FISCAL IMPACT
Acceptance and appropriation of the grant funds in the amount of $57,403 will fund overtime and benefits for sergeants and officers as well as maintenance of prior JAG-funded Flock ALPR cameras without impacting the General Fund. Future annual maintenance costs associated with the cameras will be funded by future JAG awards. The Department of Justice, Bureau of Justice Assistance, will reimburse OPD for the approved expenses. There is no requirement for matching funds from the City of Oceanside.
