BACKGROUND AND ANALYSIS

The Water Utilities Department’s Capital Improvement Program (CIP) has a proposed budget of approximately $80 million in anticipated projects in Fiscal Year 2025-26.  Major CIP initiatives over the next five years include the Downtown Water and Sewer Pipeline Replacement (currently in phase two of five phases); Lower Recycled Water System Expansion; and Sewer Centralization Projects which include the Buccaneer Lift Station, Oceanside Mesa Garrison Lift Station, and associated force mains.

 

The environmental engineering services to be provided under these agreements are specifically intended to cover projects with environmental review costs of less than $100,000. These services provide flexibility to perform time-sensitive work that allows projects to advance quickly to design, advertisement, and construction.  The ability to access environmental expertise on an as-needed basis ensures compliance with regulatory requirements, supports efficient design development, and enables timely responses to unforeseen circumstances. By leveraging these services, the City can effectively control costs, streamline project delivery, ensure effective resource allocation for critical water and sewer infrastructure improvements.

 

On July 31, 2024, the Water Utilities Department solicited requests for qualifications (RFQs) for various on-call water and sewer specialty engineering consulting types.  The solicitation was posted on BidNet Direct, the City’s electronic bidding platform. On September 4, 2024, four proposals for on-call environmental engineering services were received.

Following review of the proposals, staff selected Dudek and Recon Environmental for environmental services contracts. Each firm was administratively approved for a one-year agreement in the amount of $100,000 under the City Manager’s purchasing authority.

In accordance with the original RFQ timeline and anticipated contract structure, staff recommends amending both agreements to extend the term by two additional years, for a total three-year term, and to increase the not-to-exceed contract amount to $300,000 per firm.

For most non-urgent projects, staff will request a written proposal with scope and fee from both firms. A task order will then be issued to the firm that can best meet the City’s needs in a timely and cost-effective manner.

FISCAL IMPACT

 

The total contract value for each contract will be $200,000 for the remaining two-year term, or $100,000 per fiscal year.

 

A blanket purchase order will be created for each agreement in the not-to-exceed amount of $100,000 annually. Charges will be allocated to specific CIP Project Accounts based on task orders.

 

Funding for water projects will be provided through Water Sales and Water Meter Charges in the Water Fixed Asset Replacement Fund (712). Funding for sewer projects will be provided through Sewer Service and Sewer Flow Fees in the Sewer Fixed Asset Replacement Fund (722).

The Utilities Commission approved staff’s recommendation at its regularly scheduled meeting on September 16, 2025.
