BACKGROUND AND ANALYSIS
Security cameras are an effective means to reduce criminal activity in a given area. Not only do they serve as a visual deterrent to would-be criminals, they can capture video images necessary to help solve crimes when they do occur. There is a general consensus amongst staff and numerous Harbor stakeholders that security in the Harbor could be improved by installing additional security cameras in key locations. There are currently nine working, commercial-grade “PanTilt Zoom” (PTZ) security cameras in the Harbor area. There are also nine Nest cameras that do not record footage, with some being non-operational due to poor Wi-Fi connectivity. Currently, only one commercial-grade PTZ camera partially covers the Harbor Village, an area in the District that is often congested with a large number of visitors, and lined with retail shops, restaurants, kiosks to purchase whale watching tickets and sundries, etc. It is reasonable to expect that the presence of additional safety cameras will lead to a reduction in crime in the Harbor.
Information Technologies along with Police Department staff mapped out several locations for the placement of additional security cameras in the Harbor area. On November 21, 2024, a notice inviting sealed bids was formally advertised for the Harbor Cameras (Project). On December 2, 2024, staff held a mandatory pre-bid meeting. The bids were publicly opened on December 9, 2024. Two bids were received. The purpose of this Project is to achieve near-comprehensive safety camera coverage within the Harbor area, including Harbor Village, the marina’s gates, as well as each Service Building, which house restrooms for the public and Slip Permittees. Service Buildings also house laundry rooms for Slip Permittees. Cameras will not be installed in a manner that compromises the privacy of our Slip Permittees.
The nine, existing commercial-grade cameras will be converted to the new system and the Nest cameras will be disconnected and no longer used.
Additional Security Cameras within the Harbor Village will benefit Harbor staff as well as the Oceanside Police Department (OPD) and the Fire Department. The cameras will help the Police Department deter crime, and provide staff the ability to monitor and/or identify persons while in the act of committing a crime. In addition to OPD, the Harbor staff will also have visual access to the cameras.
All new cameras are of high-quality resolution and will result in quality video recording.
Any obtained footage will meet the required public record retention schedule.
