BACKGROUND AND ANALYSIS

 

Homelessness is a multifaceted issue with many contributing factors, and the unique circumstances of each individual experiencing homelessness require an individualized, person-centered approach. Outreach Social Workers play a critical role in providing engagement, case management, resource navigation, and connections to housing and supportive services tailored to each client's needs.

On April 24, 2024, the City Council approved a Professional Services Agreement with Interfaith Community Services to provide two Outreach Social Workers assigned to the Oceanside Police Department's Homeless Outreach Team (HOT). The agreement, effective July 1, 2024, through June 30, 2026, authorized services in an amount not to exceed $260,000 annually. Under the agreement, the Outreach Social Workers have provided street outreach, resource navigation, referrals, and housing-focused case management to individuals experiencing homelessness, with the goal of connecting clients to temporary shelter, interim housing, permanent housing, behavioral health services, and other supportive resources.

Since approval of the original agreement, the City Council approved the creation of the Homeless Evaluation, Assistance & Response Team (HEART), a City-led civilian outreach program operating under the Homeless Services Manager. As the HEART program is implemented, the City is transitioning from a law enforcement-led outreach model to a coordinated, multidisciplinary, civilian-led approach that emphasizes housing-focused street outreach, service coordination, and collaboration with community partners. 

This amendment updates the existing Professional Services Agreement to align with the City's new outreach model by transitioning oversight of the two Outreach Social Workers from the Oceanside Police Department's Homeless Outreach Team to the Homeless Services Manager. The amendment also updates the scope of work to reflect enhanced coordination with the HEART program while continuing to provide outreach, housing-focused case management, referrals, resource navigation, Navigation Center referrals, multidisciplinary case conferencing, HMIS documentation, and coordination with behavioral health providers and community partners.

The amendment extends the agreement through June 30, 2028, in an amount not to exceed $260,000 annually, ensuring continuity of outreach and case management services while supporting implementation of the HEART program and strengthening coordination across Oceanside's homeless response system.

Amendment 1 extends the Professional Services Agreement with Interfaith Community Services through June 30, 2028, in a total amount not to exceed $520,000 for the continued provision of two Outreach Social Workers. Funding is included in the adopted FY 26/27 budget. Staff requests moving $130,000 of appropriated budget from the OPD Community Services account 500527101.5305, to the General Fund Homeless Services account 150471101.5305 starting in FY 2026-27.  Future year’s cost will be budgeted during the normal budget process.
