BACKGROUND AND ANALYSIS

 

Since 1995, the State of California Department of Alcoholic Beverage Control (ABC) has awarded grants to local law enforcement agencies to develop an effective, comprehensive, and strategic approach to eliminating the crime and public nuisance issues associated with problem alcoholic beverage outlets. The goals of the Alcoholic Beverage Control Alcohol Policing Partnership Program are to reduce underage drinking and the resultant Driving Under the Influence (DUI) driving injuries, fatalities, and/or property damages, and reduce youth access to alcoholic beverages through the education of licensee(s), enforcement intervention, and the impressions of omnipresence of law enforcement.

 

In June 2025, the Oceanside Police Department (OPD) was notified that its 2025/26 ABC grant proposal was selected for funding in the amount of $39,298. The grant funds will be used for overtime expenses to conduct Informed Merchants Preventing Alcohol-Related Crime Tendencies (IMPACT) inspections, "Shoulder Tap," and "Minor Decoy" operations and for general undercover operations that target problematic ABC-licensed establishments and outdoor events, as well as provide continuing education to Patrol Officers regarding ABC laws. Operations will include ABC personnel and, when applicable, the City of Oceanside City Attorney’s office and Code Enforcement Division. After-action reports and data will be tracked for evaluation by ABC. OPD anticipates the number of alcohol-related arrests and calls for service to decrease by the conclusion of the grant period.

 

 

 

 

 

FISCAL IMPACT

 

The grant funds from the State of California Department of Alcoholic Beverage Control in the amount of $39,298 will be deposited and appropriated in the accounts below. There are no fund matching requirements from the City of Oceanside.
