BACKGROUND AND ANALYSIS

 

The Civic Center Building chiller and all Heating, Ventilation and Air Conditioning (HVAC) temperature controls throughout the complex are controlled by an existing proprietary Johnson Control (JCI) Metasys system consisting of four NAE controllers. The existing building automation system will be upgraded from the current JCI Metasys system to a new Tridium automated system. One of the NAE controllers, which solely runs the chiller operation, is due to be replaced through the ENGIE chiller replacement project. The other three NAE controllers, which currently control temperatures throughout the complex, will become obsolete with the migration of the new Tridium operating system. Therefore, these three NAE controllers will need to be replaced in order for the full HVAC controls to work flawlessly after the migration to the new open-source Tridium based system is complete.

 

The Public Works Department currently has two existing purchase orders with Johnson Controls for boiler/chiller maintenance and extras for repairs in the combined amount of $58,263. The requested PWA, in the amount of $64,790, for the replacement of the NAE controllers, brings the cumulative total with Johnson Controls, Inc. over $100,000, requiring Council approval.

 

Staff obtained quotes for the purchasing and installation of the three new NAE Controllers at the Civic Center Building complex in accordance with the City’s Procurement of Goods and Services Directive. Three contractors responded with quotes for the new NAE upgrades and installations and Johnsons Controls, Inc.’s submitted lowest quote in the amount of $64,790.

 

 

FISCAL IMPACT

 

The PWA with Johnson Controls, in the amount of $64,790, will be charged to the City Building Maintenance account 630603851.5704. The City Building Maintenance account has an available balance of $424,899; therefore, sufficient funds are available.
