Staff recommends that the City Council adopt a resolution to adopt the 2027 TransNet Local Street Improvement Program of Projects (POP) for the City of Oceanside in the 2027 Regional Transportation Improvement Program (RTIP).

BACKGROUND AND ANALYSIS

 

As the County’s Metropolitan Planning Organization (MPO) and the Regional Transportation Planning Agency, the San Diego Association of Governments (SANDAG) is required by state and federal law to develop and adopt an RTIP.

 

Every two years, SANDAG asks cities to develop their transportation spending plan for the next five years, and to formally approve it by resolution. SANDAG staff consolidates the plans from the member agencies, and incorporates them into the RTIP, which is subsequently adopted by the SANDAG Board.

 

At its meeting on September 25, 2026, the SANDAG Board of Directors will be asked to adopt the 2027 RTIP which will cover five fiscal years (FY 2026 through FY 2030).

 

Cities can amend their POP by adopting a resolution consistent with the TransNet Extension Ordinance and SANDAG Board policies. Amendments can include project scope changes, project additions or deletions, or changes in project funding.

 

The City’s annual Capital Improvement Project (CIP) budget process defines the specific spending authorization by City Council for the upcoming year. Attachment 1 describes the projects authorized in the current 2025 RTIP for the City of Oceanside.

 

Oceanside’s proposed POP is described below and is incorporated by reference into the attached Resolution (Attachment 2). Each project listed is identified by a specific identifying number (MPO ID).

FISCAL IMPACT

 

For the projects listed in the above table, the City’s FY26/27 TransNet Program total budget is $22,823,190. The total available budget including carryforward funds and new revenue for FY26/27 TransNet Program is forecasted to be $28,363,149.

On May 4, 2026, the Planning Commission determined the projects identified in the FY 2026-27 CIP Budget, including the TransNet Program, are consistent with the City of Oceanside General Plan.
