Staff and the Police and Fire Commission recommend that the City Council approve the Police and Fire Commission FY 2025-26 Workplan.

BACKGROUND AND ANALYSIS

 

On May 8, 1992, the City Council established the Police and Fire Commission. Per Council Policy, each Commission must submit to the City Council a work plan indicating specific projects and tasks proposed for each fiscal year to support the Commission's purpose and scope of responsibilities.

 

The Fiscal Year 2025-26 Workplan (attached) delineates the Commission’s mission to consider and make recommendations to the City Council on policies pertaining to safety, police, fire, and other areas where public safety may be of concern.

 

In the course of its work in fiscal year 2025-26, the Police and Fire Commission will address the following notable issues in addition to other responsibilities:

 

1)                     Continue the efforts of the Standing Oversight Committee.

2)                     Review and amend the Bylaws of the Commission to ensure efficiency and better serve the community.

3)                     Coordinate with the City’s Emergency Management Coordinator to assist in community outreach efforts.

COMMISSION OR COMMITTEE REPORT

 

The Police and Fire Commission held a special meeting on February 18, 2025, to develop the annual work plan. Subsequently, the Commission reviewed the objectives and unanimously approved the attached work plan at its meeting on February 18, 2025.

 

 

CITY ATTORNEY’S ANALYSIS

 

The Police and Fire Commission’s Workplan for FY 2025-26 complies with all relevant legal requirements. It clearly outlines the Commission’s responsibilities, which include reviewing public safety policies, conducting a bylaw review, and supporting emergency preparedness efforts. The establishment of a Standing Oversight Committee (SOC) to investigate citizen complaints against the Police and Fire Departments is allowed within the Commission’s advisory role. Additionally, the Workplan’s inclusion of bylaw review ensures procedural alignment with current legal and operational standards, while emergency preparedness efforts complement broader citywide initiatives without creating conflicts in jurisdiction. There are no legal concerns with adopting the Workplan as it is presented.
