BACKGROUND AND ANALYSIS

The Housing and Neighborhood Services Department is responsible for a variety of programs to serve the homeless, including programs for prevention and intervention, as well as Section 8 Housing Choice Vouchers (HCVs) for homeless individuals that qualify and need permanent housing and supportive housing. Bridge Housing has been identified as a service gap for Oceanside residents experiencing homelessness that are working with the Homeless Outreach Team (HOT) and the Oceanside Housing Authority (OHA). Bridge Housing is defined as a temporary living situation for chronically homeless individuals identified by the HOT or the OHA who have a housing plan but have not yet received a housing voucher or experiencing a barrier that prevents them from moving immediately into permanent housing.

Interfaith Community Services (ICS) owns twelve housing units on Division Street that provide supportive transitional housing with on-site case management.  ICS is able to dedicate three of the units with a total of twelve beds for individuals in the Bridge Housing program.  This would include individuals who have received an HCV and are in process of searching and obtaining housing, Veterans working with the Veteran’s Administration with Supportive Services for Veteran Families (SSVF), Veterans Affairs Supportive Housing (VASH) Programs, and Rapid Rehousing, or people who have temporary housing needs.

Currently in the third year of operation of this program, the Oceanside HOT, ICS social workers assigned to HOT and OHA staff work together to select and place individuals into these beds.  The goal is to serve up to 24 individuals annually with an average length of stay being 90 days.  ICS provides case management, engages with housing navigators and other service providers that offer housing programs, and provides a Resident Coordinator that is available 24/7 for on-site emergencies. This program also serves as an important secondary step for residents who have been temporarily housed at the Oceanside Navigation Center and are seeking a path towards more permanent housing solutions.

FISCAL IMPACT

The PSA with Interfaith Community Services in the amount of $228,000 will be charged to 150953103.5395 (Measure X), which will have an available balance of $228,000.; therefore, sufficient funds are available.  The contract renewal award will be contingent upon FY 2025-26 budget appropriations.
