BACKGROUND AND ANALYSIS

Melba Bishop, John Landes, and Tyson Street parks are used extensively by the Oceanside community. Concerns about night lighting and safety in these parks have been raised by constituents, stakeholders, permit holders, and the Parks and Recreation Commission. The Oceanside Police Department has completed a Crime Prevention Through Environmental Design (CPTED) analysis at these parks and has identified the need for additional lighting as a top priority. CPTED is a proactive crime fighting technique in which the proper design and effective use of parks, open spaces, building(s) and the surrounding areas lead to a reduction in crime as well as an improvement in the quality of life for citizens of the community. In short, CPTED principles reduce the opportunity for crime.

The Parks and Recreation Department has worked with the Neighborhood Policing Team to identify the areas of these parks that need additional security lighting. The Department of Homeland Security’s Security Lighting guide states that effective security lighting serves two distinct purposes: prevent intrusion, and enhance safety for responders and the public. This lighting has been shown to effectively control crime, provide a safe environment, and reduce risk. There will be 36 lights installed at John Landes Park, and will be installed in the parking lot and along pedestrian walkways so that there is an illuminated path of travel to the tennis courts, basketball courts, outdoor restrooms, playgrounds, skate spot, and ball fields. There will be 44 lights installed at Melba Bishop Park, and will provide illuminated path of travel from the parking lot to the pickleball courts, the skate park, the playgrounds, the basketball courts, and the ballfields. Lights will be installed along the north side of the park and on the west side of the recreation center. There will be 10 lights installed at Tyson Park, and will be installed along the east side of the park and the plaza in front of the restroom and beach access stairs.

If approved, staff would be purchasing the equipment through a Purchasing Cooperative of America Agreement. The security lights would be purchased from ClearWorld LLC. Armos Construction would manage installation of the equipment through a TIPS Cooperative Agreement. ClearWorld’s RetroFlex lighting system offers a full system parts warranty for 10 years, and solar panels warranty for 25 years. The system is designed for zero maintenance on exterior components. The flexible solar array requires no cleaning and is protected by seven layers of 3M film super-barrier technology. There will be no operational energy costs associated with this solar lighting system.
