RECOMMENDATION

title

Staff recommends that the City Council approve a Professional Services Agreement (PSA) with Arctiq US Inc. in the amount of $652,330 to purchase and install two data storage arrays for the Information Technologies Department; appropriate $652,330 from the Information Services Reserve fund; and authorize the City Manager to execute the agreement.

BACKGROUND AND ANALYSIS

The City's Information Technologies Department maintains the centralized data storage infrastructure that supports the City's virtual server environment, enterprise applications, and departmental file storage. This networked storage system is the foundation for nearly every City business system, and its performance, capacity, and reliability directly affect the ability of staff to deliver core services. Two of the current storage arrays were placed into service in 2020, are approaching the end of manufacturer support, and no longer provide sufficient capacity to meet the City's growth.

Staff solicited competitive quotes from multiple vendors for replacement storage. The quote provided by Arctiq US Inc. for two Everpure FlashArray units, professional installation and 36 months advanced support was selected as the best technical solution at a competitive value for the City.  Under the agreement, Arctiq and Everpure will work together with IT staff to install, initialize, and migrate the current storage units over to the new solution. The 36-month advanced support subscription will provide 24x7 technical support, next-business-day hardware replacement, ongoing software updates, and continuous monitoring through the Pure1 platform for the full term.

While these two new units will be deployed to support essential functions, the current, end-of-life units can still serve an operational purpose, and as such will be moved to support non-critical functions.

FISCAL IMPACT

The total cost of the PSA with Arctiq is $652,330 and will be charged to the IT Network Infrastructure account. Staff is requesting the use of IT reserves in the amount of $652,330 for this purchase and appropriate in the account numbers as listed in the table below.  Information Services Unrestricted Fund 841.3100.0002 has an available balance of $2.1 Million; therefore, sufficient funds are available.
