BACKGROUND AND ANALYSIS

On January 17, 2025, City staff issued a request for quotes to three (3) qualified landscape contractors for the installation of landscape-related enhancements to the entrance and frontage area located on Douglas Drive for the Oceanside Municipal Golf Course (“OMGC”) located at 825 Douglas Drive and the adjacent City-owned property frontage at entrance leased by Pro-Kids at 821 Douglas Drive.

Staff reviewed the three (3) proposals that were submitted in response to the request, which were provided by Brightview Landscape Services (“Brightview”), Baja Pacific, and Moon Valley Nursery.  Brightview was selected based on their quote, and provided the lowest bid in the amount of $65,000 based on the scope of work prepared by staff.

The proposed Public Works Agreement (“PWA”) with Brightview is to be effective as of July 1, 2025 for the total compensation not to exceed $65,000. The installation is expected to be completed within three (3) months from commencement of the work.  The scope of work includes irrigation improvements to the frontage area of OMGC and Pro-Kids, and the installation of new plant material to be installed by Brightview.  The installation will also bring OMGC and Pro-Kids frontage areas into compliance with AB1572, as the installation eliminates the existing non-functional turf at both locations.

This item requires City Council approval because it will increase the total value of Public Works Department contracts with Brightview beyond the City Manager’s $100,000 authorization limit.

FISCAL IMPACT

The PWA with Brightview in an amount not to exceed $65,000 will be charged to the accounts shown in the table below, which has a combined available balance of $80,072; therefore, sufficient funds are available.
