TITLE: PURCHASE ORDER FOR TWO MOTORCYCLES FOR THE POLICE DEPARTMENT

Staff recommends that the City Council approve a purchase order to BMW Motorcycles, in the amount of $76,518 for the procurement of two BMW R1300RT-P Police Motorcycles as a sole source purchase; and authorize the Financial Services Director, or designee, to execute the purchase order.

BACKGROUND AND ANALYSIS
Each budget cycle, vehicles that meet their planned service life in years and/or miles, are planned for replacement. Prior to purchasing a replacement vehicle, Fleet and the utilizing department evaluate whether the existing vehicle type and usage requirements remain appropriate, whether a more cost-effective or environmentally sustainable alternative exists, and whether the current vehicle retains sufficient useful life to be reassigned as a Fleet loaner.
The Police Department is retiring two motorcycles from its motor fleet, training unit PD408, a 2015 BMW R1200RT-P motorcycle, which was previously replaced by unit PD358 that went into service in January 2023, and PD893, a 2018 BMW R1200RT-P model motorcycle currently being used as a service loaner. Both will be retired due to age, higher mileage and outdated technology. These two new units will go into service as frontline Motors, while current frontline OPD Motors PD158 and PD357 will be reassigned as loaner/trainer units. The new 2026 BMW R1300RT-P motorcycles will offer a larger engine, increased peak power and torque output while simultaneously decreasing tailpipe emissions. This new platform also improves the rider interface with advanced electronics, improved ABS braking system and better upfitter equipment, all which supports enhanced operator safety.
Replacement funds collected from PD408 and PD358 total $54,887, with the remaining balance to be drawn from PD894, a 2018 BMW R1200RT-P motorcycle that was previously wrecked. The purchase of the two motorcycles is a sole source purchase as the City’s police riders are already trained and fully familiar with BMW motorcycles, and the vehicle fleet is standardized around this equipment.

The approximate monthly replacement and maintenance and operation costs are as follows:
Each 2026 BMW R1300RT-P motorcycle will collect $175 a month for M&O and $792 a month for Replacement, for a total annual cost of $11,604 per unit.
