BACKGROUND AND ANALYSIS

The City’s Water Master Plan identifies capacity and regulatory needs for Oceanside’s potable water system. Previous updates (2010 and 2015) identified and prioritized improvements to the distribution system, but not a full condition assessment of the City’s two Water Treatment Plants (WTPs).

 

In 2012, Carollo Engineers completed a facility needs assessment that prioritized recommended improvements. Since then, many of those projects have been completed through the annual Capital Improvement Program.

 

To guide future capital improvement planning, the Water Utilities Department is finalizing a Water Treatment Plants Facility Plan to document the current condition of the Mission Basin Groundwater Purification Facility and the Robert A. Weese Water Filtration Plant. The Plan will evaluate asset conditions, identify short- and long-term improvement needs, estimate project costs, and prioritize implementation to ensure reliable and efficient operations that meet future regulatory and capacity demands.

 

On February 3, 2021, the City Council approved a Professional Services Agreement (PSA) with West Yost Associates (West Yost) for preparation of the Water Treatment Plants Facility Plan. Amendment 1 adds scope for a Weese Plant Capacity Technical Memorandum, incorporates additional analyses identified since the issuance of the original Request for Proposals (RFP), and updates to project cost estimates prior to finalizing the plan. The Amendment 1 request letter notes that West Yost has exceeded the original scope budget by $45,786.75. After review, staff does not find this overrun to be justified; therefore, the over-budget amount is not included in the recommended Amendment 1 amount of $59,360.

 

FISCAL IMPACT

 

Amendment 1 with West Yost Associates in the amount of $59,360 will be charged to Water and Recycled Water Master Plan Account 908152818712.5326.10600 which has an available balance of $473,820; therefore, sufficient funds are available. The account is funded by water sales and meter fees in the Fixed Asset Replacement Fund.

 

The revised total contract amount with West Yost Associates will be $484,063.

The Utilities Commission approved staff’s recommendation at its regularly scheduled meeting on November 18, 2025.
