body
BACKGROUND AND ANALYSIS
The SHSP assists state, local, tribal, and territorial efforts to build, sustain, and deliver the capabilities necessary to prevent, prepare for, protect against, and respond to acts of terrorism. In 2023, the SHSP awarded $415 million to support the implementation of State Homeland Security Strategies to address capability targets set in State and Regional Threat and Hazard Identification and Risk Assessments (THIRAs). The capability targets are established during the THIRA process and identify planning, organization, equipment, training, and exercise needs to prevent, protect against, mitigate, respond to and recover from acts of terrorism and other catastrophic events.
Section 2006 of the Homeland Security Act of 2002, as amended (6 U.S.C. § 607), requires SHSP to dedicate 25 percent of SHSP grant-appropriated funds to law enforcement terrorism prevention activities including planning, organization, training, exercise, and equipment purchase activities. The San Diego County Unified Disaster Council manages the local area's SHSP grant funds and allocated $100,325 of reimbursable grant funds to the City of Oceanside ($64,550 for non-law enforcement activities and $35,775 for law enforcement activities).
The performance period for this award starts retroactively on September 1, 2023, and ends on May 31, 2025.
The equipment that will be purchased will support the following target capabilities set by State Homeland Security: On-scene Security, Protection, and Law Enforcement; and, Fire Management and Suppression.
Upon grant acceptance, the Fire Department will use $64,550 to purchase personal protective equipment (PPE). The fire equipment that will be used by the first responders will help enhance and maintain incident response operations for all hazards, including catastrophic acts of terrorism. The purchase of firefighting turnout coats, pants, and boots will supplement the Department’s normal inventory.
The Police Department will use $35,775 to purchase ballistic helmets and shields. By outfitting the police officers with new ballistic helmets and face shields, it will allow them to more safely respond to violent acts of insurrection, unlawful assemblages, and riots, should such events occur. The purchase of this equipment will also replace some of the outdated ballistic helmet system currently in place.
