TITLE: APPROVAL OF PROFESSIONAL SERVICES AGREEMENTS FOR THE CONTINUATION OF SERVICES FOR THE BUENA CREEK ENCAMPMENT RESOLUTION FUND (ERF) PROJECT

Staff recommends that the City Council:
1. Approve a Professional Services Agreement (PSA) with Interfaith Community Services (ICS), in the amount of $1,175,000, for Fiscal Year 2026-27, supporting continued provision of outreach, case management, and stabilization services along the State Route 78 corridor;
2. Approve a Professional Services Agreement with Interfaith Community Services (ICS), in the amount of $1,373,195, for FY 2026-27 for continuation of the Rapid Rehousing Program Services targeting high-acuity unsheltered individuals;
3. Authorize the City Manager or designee to execute all relevant documents and agreements upon receipt of all supporting documentation.

BACKGROUND AND ANALYSIS
The City of Oceanside, in partnership with the City of Carlsbad, implemented the Encampment Resolution Fund (ERF) Program to address encampments along the State Route 78 corridor from Buena Vista Lagoon to the Vista city limits. The program utilizes a coordinated “Housing First” approach focused on outreach, case management, housing navigation, interim housing, rapid rehousing, and long-term housing stabilization. Interfaith Community Services (ICS) serves as the lead service provider responsible for field outreach, By-Name List coordination, housing placement activities, and stabilization services.
The ERF Program operates through a zone-based model that prioritizes sustained engagement and coordinated case management within designated encampment areas. Program operations include creation of a By-Name List to establish residency within the priority area, daily case conferencing among providers, and ongoing monitoring of resolved encampment areas to reduce re-encampment activity.
Since implementation began, the program has produced measurable operational and system-level impacts within the targeted corridor areas. Between April and July 2025, coordinated field operations resulted in the removal of over 30 tents and approximately 30-35 tons of debris from environmentally sensitive areas. Program data also correlates this with significant reductions in homeless-related calls for service and EMS-related incidents between 2024 and 2025. In addition, approximately 167 individuals have been served and 75 have been placed into permanent housing through ERF-funded services.
The proposed action continues existing agreements for services currently operating under the ERF grant framework. Over the past year, ICS has demonstrated the ability to implement the ERF model, maintain consistent field operations, and support participants through housing placement and stabilization activities. ICS has also established operational systems necessary to support the program, including coordinated case conferencing, By-Name List management, and landlord engagement processes that are integrated into the regional homeless response system.
The proposed agreements continue existing services currently operating under the ERF framework. Continuation of these agreements will support uninterrupted outreach, housing navigation, rapid rehousing, and stabilization services for individuals currently engaged in the program while supporting completion of ERF program objectives through the remaining grant term.
FISCAL IMPACT
The Encampment Resolution Funding Grant Fund has an available balance in the amount of $4,328,959, in account 836195124272; therefore, sufficient funds are available. The activities funded under the grant will have no impact on the General Fund.
