body

BACKGROUND AND ANALYSIS

The proposed 1448 Avocado Road (“Signal Point”) project, currently under construction, is a 21-lot, single-family residential subdivision (2 common and 19 numbered).  It is located on a 3.43-acre site situated between Dunstan Street and Zabyn Street. The current property owner is Lennar Homes of California, LLC. See Exhibit “A” vicinity map.

On December 6, 2023, the City Council adopted Resolution No. 23-R0792-1 upholding the Planning Commission’s approval of Tentative Map (T22-00007), Development Plan (D22-00018), and Density Bonus (DB22-00009). See Exhibit “B.”

The proposed Final Map is consistent with applicable General Plan policies and the site is physically suitable for the type of development previously approved by the City. Conditions and restrictions have been imposed to ensure the project’s compatibility with neighboring developments.

All financial arrangements have been satisfactorily completed. All pertinent documents have been properly executed by the owner. All grading, public improvement, and drainage designs comply with City ordinances. Therefore, staff recommends approval of the Final Map.
