BACKGROUND AND ANALYSIS

 

The Water Utilities Department currently has four Siemens Industry Inc. (Siemens) fire alarm panels that need to be upgraded. These panels monitor several buildings’ fire alarm systems at the San Luis Rey Water Reclamation Facility (SLR WRF). The panels alert first responders and staff in the area in case of fire. Upgrading is necessary due to the phasing out and subsequent non-support by Siemens of the H-Series devices which SLR WRF’s panels currently use.

 

The H-Series devices still function but were discontinued in December 2023 and are no longer supported by Siemens. Siemens is the exclusive distributor of the fire alarm panels, parts, and programming.  Staff is requesting the City Council approve this procurement as a sole source purchase per City Code Chapter 28A.


Although this request is under $100,000, because the Department will have cumulatively spent over $100,000 in a twelve-month period with approval of this purchase order, per Administrative Directive 21 (AD-21), City Council must approve this purchase.

 

FISCAL IMPACT

 

The cost for the fire panel upgrades for four systems, including tax is $75,505. Funds for this purchase will come from the San Luis Rey Capital Operations account, 909197025722.5704.10600, which has an available balance of $544,296; therefore, sufficient funds are available.

Sewer Service and Flow Fees, in the Sewer Fixed Asset Replacement Fund (722) are the funding sources for this purchase.

The Utilities Commission approved staff’s recommendation at its regularly scheduled meeting on March 17, 2026.
