Staff recommends that the City Council:

1. BACKGROUND AND ANALYSIS

On March 26, 2025, the City Council authorized, in advance, the execution of a FAA grant agreement for the Design of the East Apron Reconstruction and Drainage Improvement Project. Generally, acceptance occurs after the FAA formally awards the grant, which acceptance is required within thirty (30) days of the award. At this time, the City is still waiting for the FAA to award the grant for the Project, however, staff received authorization from City Council on March 26, 2025 to move forward with the execution of the grant agreement once received from the FAA.

As set forth in the original staff report, the Project design grant is needed due to the improper drainage of the taxilane, along with the age of the existing apron being beyond its design life; therefore, the improvement project for the east apron reconstruction and drainage project, are necessary. The taxiway between Hangars 2 and 3 does not drain properly and will be reconstructed and regraded to convey stormwater away from the hangars and off of the pavement to prevent deterioration of the new pavement. New tie-down anchors and chains will be installed and new pavement marking will be applied.

The estimated total funding for Project, as submitted to the FAA, was $256,328. The original acceptance request was for a Bipartisan Infrastructure Law ("BIL") grant, in which CALTRANS did not provide matching grants. Of said total, the minimum federal grant amount needed is $243,511, which is a reduction of $12,817 as originally stated in the March 26, 2025, staff report. The original request set forth a required City contribution up to $12,816 and based on the following new grant information shall be increased by one dollar and therefore, up to a total of $12,817. The City was recently advised by the FAA that the funding for the grant will instead be provided for the Project through an Project Airport Improvements Project Grant ("AIP"), in which the City is now eligible to apply for a CALTRANS matching grant. Therefore, to cover a portion of the City's contribution, staff is requesting Council adopt a resolution to authorize the filing of an application for a CALTRANS AIP Matching Grant, in the amount of $12,175, and authorize acceptance of, and execution of, an AIP Matching Grant Agreement, if awarded. Should the CALTRANS grant be awarded, the City match would be reduced to $642.

At this time, the Airport Fund current debt to the General Fund is $1,530,351 due to funds loaned from the General Fund for various airport infrastructure projects and settlement payments in prior years. The loan was restructured in May 2023 by adjusting the interest rate to 0% in order to reduce the repayment schedule from 25 years to 19 years. The Airport Funds' loan repayment schedule will be updated to include the City match because the City match will be funded by the General Fund. Should the CALTRANS grant not be awarded, the City match would be a total of $12,817.

FISCAL IMPACT

The purchase order with C&S Engineering is in the amount of $247,328. The FAA grant award of $243,511 will be deposited and appropriated as shown in the following table. Additionally, upon receipt of the FAA grant award, the required City contribution of up to $12,817 will be requested in two parts; $12,175 from a potential CALTRANS Matching grant and $642 from City match. If the CALTRANS Matching grant is not awarded, the entire $12,817 will come from City match. The account numbers are listed in the following table.

The City match contribution will come from a transfer from the General Fund to the Airport General Fund loan. The loan amount per the Airport General Fund Loan Amortization schedule will be updated based on the amount needed from the General Fund.
