BACKGROUND AND ANALYSIS

On December 18, 2019, the City Council approved a five-year Property Use Agreement with Serving Seniors, for the use of a portion of the Country Club Senior Center (“Center”) to provide essential nutrition services.  The Agreement provides one five-year extension option.  At this time Serving Seniors would like to exercise this option and is requesting an extension. Amendment 1 would extend the term of the agreement by five years, commencing on December 18, 2024 and expiring on December 17, 2029 (“Amendment”).

The Country Club Senior Center has been the site of a senior nutrition program for over 20 years. As a recognized non-profit corporation, Serving Seniors has used a portion of the Center to provide essential nutrition services to the senior citizens of Oceanside and continues to ensure that seniors have access to nutritious meals on a daily basis.  In addition to the nutritional value provided by the program, the City’s senior population also benefits from the social interaction they receive while dining at the Center, with the ability to participate in the numerous activities offered.

This year, Serving Seniors provided meals at the Center to an average of 60 seniors per day, Monday through Friday, while offering on-site events that encouraged in person participation. Additionally, Serving Seniors supplied delivered meals to senior residents seven days a week, for a total of 134,777 meals delivered to 444 unduplicated clients during the program year. It should be noted that staff is currently exploring options to provide senior meal services at the El Corazon Senior Center, as well.

FISCAL IMPACT

The City currently provides Serving Seniors with an allocation from the Community Development Block Grant (“CDBG”) fund, in which $30,094 has been designated to the program at the Center for FY 2024-25 (July 1, 2024 through June 30, 2025). This funding is not a part of the Property Use Agreement.
