BACKGROUND AND ANALYSIS
On February 9, 2022, the City Council approved a Public Works Agreement with Rancho Del Oro Landscape & Maintenance, Inc. (“RDO”), for the landscape maintenance and weed abatement services for the City-owned El Corazon property (“Property”) for a term of two years, Amendment 1 dated August 9, 2023 and Amendment 2 dated January 28, 2025, which expires on June 30, 2025 (“Agreement”). The current RDO Agreement provides landscaping maintenance services which include: weed abatement, erosion control, slope maintenance, as needed tree trimming and fence repairs, and weekly landscape services at the El Corazon Senior Center and Aquatic Center. Staff is requesting to extend the term for a period of two years, and update the scope of services of the Agreement to remove the services provided to the El Corazon Senior Center and Aquatic Center. These two locations will be included with a new public works agreement associated with a competitive bid process as set forth below.
Amendment 3 would become effective on July 1, 2025, and extends the term for a period of two-years, terminating on June 30, 2027. The scope of services has been updated to reflect the services to be rendered. The revised total Agreement compensation will not exceed $970,882.
On April 21, 2025, the City issued a request for proposals (“RFP”) seeking responses from a qualified landscape contractor to provide landscape maintenances services for a one-year term for the newly established El Corazon Medians between Hugh La Bounty Drive and South El Corazon, the El Corazon Senior Center located at 3489 Village Commercial Drive, the El Corazon Aquatic Center located at 3425 Hero Drive, and the Oceanside Navigation Center Property located at 3127-3135 Oceanside Boulevard.
Three (3) proposals were submitted in response to the RFP, which were reviewed and rated by City staff, from Brightview Landscape Services, Singh Group, Inc. and RDO. RDO was selected based on their submittal, which provided the lowest bid in the amount of $55,176, and RDO also received the highest total rating score of the three submittals.
The proposed Public Works Agreement (“PWA”) is for a one year term to be effective as of July 1, 2025 and is to expire on June 30, 2026 for an annual compensation of $55,176 for contractual annual landscape services, plus includes a contingency of $10,000, which is in addition to the bid amount to cover the cost for extra remedial work that may be required over the term of the PWA for items such as plant material, on an as needed basis, for a total one year annual compensation, not to exceed $65,176.
FISCAL IMPACT
Amendment 3 with RDO is $174,080 annually for a two-year total compensation of $348,160 and the PWA with RDO in the amount of $55,176 plus a $10,000 contingency will be charged to the account shown in the table below; therefore, sufficient funds are available.
