Staff recommends that the City Council approve Amendment 3 to the Professional Services Agreement (PSA) with GeoPacifica in the amount of $200,000 for a revised total contract amount not to exceed $790,000 to allow for a single-year extension of as-needed Capital Improvement Program (CIP) and Land Development support services; and authorize the City Manager to execute the amendment upon receipt of all necessary documents, including any edits required by the City Attorney that do not result in any addition to the compensation paid to the Consultant.

BACKGROUND AND ANALYSIS
The Development Services Department’s Engineering Division is responsible for managing an estimated $265 million CIP budget over the next five fiscal years.
On March 22, 2023 and June 21, 2023, the City Council approved a number of three-year PSAs with consulting firms for as-needed services. These agreements enable the Development Services Engineering CIP and Land Development groups to quickly adjust staffing levels and obtain technical support as needed. The existing PSAs include fifteen categories and are set to expire in June 2026 and include a not-to-exceed amount of $150,000 per fiscal year.
On June 26, 2024, the City Council approved Amendment 1 to the PSA with Geopacifica, in the amount of $50,000, for as-needed geotechnical services. On May 21, 2025, the City Council approved Amendment 2 to the PSA with Geopacifica in the amount of $40,000, for continued geotechnical services.
Under a separate staff report on this agenda, City staff is awarding new contracts for the as-needed services. However, the current 2023-2026 on-call contract with GeoPacifica allows for two single-year extensions, pending consultant performance during the initial term.
City staff continues to actively utilize the existing on-call PSA with GeoPacifica for geotechnical review and related services. GeoPacifica supplements City staff by providing geotechnical reviews for Land Development projects and offering institutional knowledge and support for existing sites.
City Council approval of a single-year extension to this contract would allow the City to continue utilizing GeoPacifica’s services without interruption. This would help minimize potential delays and ensure timely project completion and close-out. Given the ongoing volume of development projects within the City, additional support for geotechnical review services remains necessary.
To avoid disruption to these critical services, additional funding is required to cover anticipated costs for professional consulting services. As City staff continues to expand internal geotechnical capacity, entering into a new three-year agreement is not considered necessary at this time.
FISCAL IMPACT
Amendment 3 would increase the contract’s not to exceed amount by $200,000, for a revised total contract amount not to exceed $790,000, to allow for a one-year extension of services. Under the amended agreement, the consultant would be limited to a maximum of $200,000 in task orders during the upcoming fiscal year unless additional authorization is approved by the City Council.
At this time, no as-needed work has been identified or authorized, and therefore no account numbers can be provided until a qualifying scope of work becomes available under the as-needed task provisions.
Once the scope and duration of an as-needed task for GeoPacifica is defined and requested, the consultant would provide City staff with cost proposals in accordance with the hourly rates established in the PSA. Purchase orders are subsequently issued based on the available account balances within the applicable project accounts. For task orders associated with private land development projects, the cost of the consulting services is fully reimbursed by the developer.
