BACKGROUND AND ANALYSIS

On June 24, 2015, the City Council approved a five-year Property Use Agreement with Vista Community Clinic (“VCC”) for the operation of the Junior Seau Club 55 Fitness Center (“Club 55”). The Agreement was extended through Amendment 1 dated August 10, 2022, Amendment 2 dated June 7, 2023, and Amendment 3 dated August 21, 2024, which extended the term through June 30, 2025.

At this time, VCC has requested to extend the term by one year. Amendment 4 extends the term of the Agreement, commencing on July 1, 2025 and expiring on June 30, 2026 (“Amendment”). In addition to this property use agreement, the City also contracts with VCC to operate Club 55 through a separate Professional Service Agreement (“PSA”) which addresses facility staffing and oversight costs. The PSA is also scheduled for City Council consideration on June 18, 2025.

Club 55 has approximately 50 members at this time. Oceanside residents under the age of 55 pay an annual membership fee of $65, while residents 55 years and over pay an annual membership fee of $55. All non-Oceanside residents pay an annual membership fee of $65. VCC continues to market Club 55 to the community while recruiting new members.

FISCAL IMPACT

Utilities are estimated at $2,480 annually and will be paid directly by the City using Club 55 account 900439101.5395, which has a proposed FY 2025-26 budget of $40,582.
