BACKGROUND AND ANALYSIS

With the adoption of Assembly Bill 189 in 2015, the State legislature put an important new tool in place for the development, support and preservation of California’s extensive and diverse cultural assets. On August 1, 2017, the Oceanside CA Cultural District (OCCD) became one of the first 14 cultural districts in the State of California. On January 27, 2023, the California Arts Council (CAC) voted unanimously at its public meeting to award the OCCD a five-year re-designation. This followed an application process, interviews and a visit by legislators and CAC staff. As part of the re-designation, the CAC also unanimously approved a three-year allocation in the amount of $671,429 for each district.

In 2024, the Library Department was notified that the CAC is providing an immediate optional opportunity for a contract augmentation for each of the state’s 14 Cultural Districts, to evaluate the district and implement initiatives that broaden its reach and visibility.

In line with the City’s O’Arts: Master Plan for the Arts Goal 1: Strategy 2, to develop a robust online event calendar and accompanying promotional efforts, the CAC has approved the proposal to work with City of Oceanside Geographic Information System (GIS) staff to map the district as a component of a newly updated website developed by Artsopolis <> to create oceansidearts.org. The website will include information related to public art, venues, artists, murals, historic sites and public transportation. In a related project, City staff will work alongside 10 other municipal local arts agencies in a no-cost cohort program to develop the website with logistical support by SD Art Matters, an arts advocacy group that promotes capacity building in arts administration and initiatives.
