BACKGROUND AND ANALYSIS
In 2018, the Vista Community Clinic REACH (Recreational, Employment Readiness, Academic Achievement, Communication, and Healthy Lifestyle) program and Libby Lake residents voiced concerns to City staff regarding the existing Libby Lake volleyball courts’ lack of use by the community.
To address the community needs for amenities, a Libby Lake Recreational Amenity was identified as a Capital Improvement Program (CIP) project as part of the City of Oceanside’s FY 2021-22 Annual Action Plan for the Community Development Block Grant (CDBG). The City receives CDBG funds from the U.S. Department of Housing and Urban development (HUD) on an annual renewal basis. The funds are used to address the housing and community development needs of the City’s low/moderate-income residents as outlined in the goals and objectives of the 2020-2025 Consolidated Plan for the CDBG funds. CIP Projects identified under CDBG are required to meet specific requirements, including but not limited to: (1) meeting one of three national Objectives, (2) meet a local objective identified through the five-year plan, (3) assist residents of low/moderate-income, and (4) provide a positive outcome for the betterment of all in the community and/or neighborhood.
In late 2021, staff conducted three outreach events to determine the most desired amenity to replace the existing volleyball court at Libby Lake Park. During the outreach, it was requested that the volleyball court be replaced with a futsal court. Futsal is a soccer-based game played on a hardcourt surface, sized smaller than a soccer pitch. The game is very popular in South America, and has become an increasingly popular sport in the United States.
The City has since collaborated with the US Soccer Foundation and Musco on proposed plans for installation of a mini-pitch court as part of their “Safe Places to Play” program that aims to provide recreational facilities to underserved areas. A mini-pitch court is designed for futsal, and comes fully equipped with lighting, fencing, goals, and benches.
In preparation for installation of the mini-pitch court, the City will consider awarding a Public Works Agreement with HSCC Builders Inc, under a separate item on this City Council meeting agenda. Under this Agreement, HSCC Builders will demolish the existing volleyball court, install six light poles, replace existing light fixtures, put in place electrical conduit, and construct a concrete slab for the future installation of the mini-pitch court by Musco.
Musco, in collaboration with the US Soccer Foundation, proposes to provide the City with turn-key services (i.e. design, manufacturing, and installation) of one (1) 40 x 74-foot mini-pitch court in place of the existing volleyball court. The proposed Musco Purchase Order would utilize the Sourcewell Cooperative Purchasing Agreement, which includes Oceanside as a member agency. Therefore, this purchase complies with Section 28A.24 (b) of the Code of the City of Oceanside, which allows for cooperative purchasing utilizing agreements maintained by other public agencies.
It is expected the mini-pitch will be fully installed and operational by Summer 2025.
FISCAL IMPACT
Installation of the proposed Mini-Pitch Court, including staff time and project contingency, is estimated to be $140,000 to be funded with the City’s available CDBG funds and will be able to meet all timelines for expenditure of the CDBG funds. Funding to complete installation of the Mini-Pitch is shown in the table below.
