Staff recommends that the City Council accept $70,000 in grant funds from the State of California Office of Traffic Safety (OTS) for the 2024-2025 Regional Crash Response and Extrication Improvement Program; appropriate these funds; and authorize the City Manager, or designee, to execute all related grant documents.

BACKGROUND AND ANALYSIS

In January 2024, the Oceanside Fire Department (OFD) submitted a grant application to OTS for the 2024-2025 Regional Crash Response and Extrication Improvement Program. In August 2024, OTS notified OFD that the grant application had been approved for funding in the amount of $70,000.

The primary goal of this grant program is to reduce the response time for delivering appropriate extrication equipment to traffic crash sites and improve the efficiency of victim extrication, thereby enhancing survivability.

Upon acceptance of the grant, the OFD will use the $70,000 to purchase four Combi-tool extrication equipment. Combi-tools are modern, battery-electric powered, light-weight, combination cutting, spreading, pulling, and pinching tools used for extrication incidents. These new vehicle extrication tools will help rescue teams quickly extract individuals from dangerous situations, thereby preserving life and reducing the risk of serious injury.

As the sub-recipient, this grant requires the City of Oceanside to adhere to all applicable federal statutes, regulations, directives, state rules, policies, and laws.
