BACKGROUND AND ANALYSIS

 

Amended in 2019, the El Corazon Specific Plan is a comprehensive planning document prepared to guide development of El Corazon’s six districts, including a Habitat District featuring a multi-phase trail system.  Phase I of the Habitat District Trails was completed in 2016 and includes one mile of public nature trails along Garrison Creek.

 

On January 6, 2021, the City awarded a PSA to The Lightfoot Planning Group for design and environmental review of the proposed Phase II portion of the trail system. This included obtaining all environmental and discretionary approvals and preparing construction drawings. The proposed Phase II trail system would develop approximately 1.72 miles of multi-use trails, and include:

 

                     A 12-foot-wide paved asphalt surface for pedestrians, cyclists, and other non-motorized uses; and, 

                     A 4-foot-wide unpaved surface intended primarily for runners.

 

On December 15, 2022, and July 4, 2024, the City administratively executed PSA Amendments 1 and 2, respectively, to extend its expiration date.

 

On September 17, 2025, the City Council approved Amendment 3 to the PSA to expand the scope to include administrative construction support and execute a design change to implement the revised Phase II Trail alignment.

 

Construction of the Phase IIA Trail began in October 2025.  This includes development of approximately 1.4 miles of the four-foot unpaved trail. The remaining four-foot unpaved trail will be completed in Phase IIB with the construction of the 12-foot wide paved asphalt surface completed as part of Phase IIC.

 

Approval of Amendment 4 to the PSA would provide for specialized soil inspection services for the Phase IIA project in response to certain geotechnical concerns identified during construction. These services are necessary to verify soil conditions and ensure the long-term stability and performance of the Phase IIA Trail system. Staff anticipates completing project construction by February 2026.

 

FISCAL IMPACT

 

Amendment 4 to the PSA, in the amount of $39,670, allows specialized soil inspection services to support construction activities. The cost of Amendment 4 will be charged to the El Corazon Trails Phase II account 912168425598.5703.10100, which currently has an available balance of $220,000. Therefore, sufficient funding is available.
