BACKGROUND AND ANALYSIS

The following is a summary of actions approved by the City Council in relation to the City’s existing PWA with Singh Group for encampment-related trash removal:

•                     February 2022: Development Services staff solicited proposals for encampment-related trash removal in accordance with the City’s Procurement of Goods and Services Directive. Singh Group was selected as the most qualified proposer as well as the lowest bidder on a price per crew per day basis.

•                     June 22, 2022: The City Council approved a two-year PWA with Singh Group to complete encampment-related trash removal throughout the City.

•                     December 7, 2022: The City Council approved Amendment 1 to the PWA, which added a second crew and increased services to five days-per-week for a new PWA total of $466,278.

•                     June 7, 2023: The City Council approved Amendment 2 to the PWA, which added a third crew for a new agreement total of $1,349,754.

•                     June 26, 2024: The City Council approved Amendment 3 to the PWA to maintain that same level of service for FY 24-25.

Staff requests City Council approval of Amendment 4 to the PWA (Attachment 2), which would facilitate extending the existing level of service provided by Singh Group for one additional year.  Singh Group has performed exceptionally well in removing encampment-related trash and debris for the City. The three full-time crews currently in service provide City staff with essential trash-removal resources in difficult to access areas, eliminating health and safety concerns, reducing blight, and improving the overall quality of life for Oceanside’s residents and visitors. The crews have proven to be extremely flexible, responsive, and hardworking. This helps staff address established encampments and rapidly tend to new concerns as they are reported or discovered.

Due to ongoing encampment complaints, as well as the need to proactively address trash removal in key watersheds such as the San Luis Rey riverbed, staff recommends City Council approval of Amendment 4 to the PWA.  The proposed amendment would extend the current level of service for another year, as well as increase the PWA dollar amount by $935,492 for a total multi-year PWA cost not-to-exceed $3,192,610.  Given the amount of financial resources dedicated to encampment cleanups, prior to renewing the contract beyond the proposed extension date, staff will evaluate the encampment cleanup program to ensure its cost effectiveness moving forward.
