BACKGROUND AND ANALYSIS

 

In 1995, Resolution R95-084 established a no parking zone on both sides of Greenbrier Drive between Apple Street and Oceanside Boulevard from 5:00 AM to 6:00 AM every day. This was established to deter oversized vehicles, such as large commercial trucks, from parking overnight in a commercial zone/business district and allowed street sweeping to sweep the street on a weekly basis.

 

Development in the area, including the recently-completed Greenbrier Village project, has generated the demand for additional on-street parking.  This situation is causing hardship on residents having to park on the street but unable to due to the current daily parking restriction. Staff is requesting to eliminate the daily parking restriction between 5:00 AM to 6:00 AM and instead establish a no parking restriction on Fridays only from 4:00 AM to 6:00 AM.

 

Due to the subject location being within a commercial zone, the City’s Street Sweeping team sweeps the subject location on a weekly basis. By removing the daily parking restriction and establishing a no parking restriction on Fridays only from 4:00 AM to 6:00 AM, the street sweeping section will be able to accommodate the necessary weekly street sweeping.

 

FISCAL IMPACT

 

The installation of the new parking sign will cost approximately $500 and will be charged to the Traffic Control System Account 640621101.5355 which has a balance of $208,430; therefore, sufficient funds are available.
