BACKGROUND AND ANALYSIS

 

Frontwave Arena opened its doors in September of 2024. This 7,500-seat arena hosts a variety of sporting, concert, and entertainment events year-round. Many of the events require on-site law enforcement presence based on the nature of the event and/or anticipated crowd size. 

 

The original agreement between the Oceanside Police Department (OPD) and Frontwave Management, Inc. for law enforcement services covered the period from September 10, 2024, through September 30, 2026. Under that agreement, the OPD provided uniformed, on-duty law enforcement officers to maintain order, respond to emergencies, and protect people and property on the Frontwave Arena premises during requested events.

 

Under this renewal agreement, the OPD will continue providing the same law enforcement services outlined in the original agreement. OPD will staff events with a minimum of two officers and one sergeant. The length of each shift and number of officers assigned will be determined by the nature of the event. This renewal agreement will continue the collaboration for a three-year period, October 1, 2026 through September 30, 2029.

 

Frontwave Management, Inc. will reimburse the City up to $350,000 annually, for law enforcement services, as outlined in the agreement. Frontwave Management, Inc. will be billed directly by the Police Department on a monthly basis for the actual cost of law enforcement services per contracted event. 

Fees for services have been projected using the overtime rate for a top-step police officer, sergeant, community service officer, and/or dispatcher; however, Frontwave will be billed for the actual rate of pay for the personnel assigned. Billing will also include an 11.5% overhead charge. The overhead charge is for the use of police vehicles and equipment, supervision and management of the officers, dispatching, records, and other related services normally associated with providing law enforcement services in order to ensure the City is fully recovering costs.

The 11.5% overhead reimbursement received from Frontwave will be appropriated and transferred to the Community Services general fund account.
