Staff recommends that the City Council adopt a resolution establishing a 10-minute parking zone, between 8:00 a.m. and 6:00 p.m., Monday through Friday, on the west side of North Nevada Street, beginning 60 feet south of, and ending 80 feet south of the centerline of Civic Center Drive.

BACKGROUND AND ANALYSIS
As a Public Housing Authority, the Housing and Neighborhood Services Department’s most significant housing program that is offered is the federal Housing Choice Voucher (HCV) program, serving 1,380 households on a daily basis. Of those 1,380 HCV participants, approximately 46% are elderly (62 years of age or older) and 48% are disabled. The Oceanside Housing Authority also provides housing programs and services to other lower-income households from affordable rental housing opportunities, residential rehabilitation, homebuyer, landlord tenant issues, and manufactured home rent control.
The Housing and Neighborhood Service Department’s (Department) office serves as a public facing destination for those within the community already participating in its programs and those seeking services. At this time, the HCV program is not provided in a digital format and therefore, all transactions are handled through hard copies and by mail. Given the population served and the demand for services, clients often prefer to bring their documentation to the offices and receive a receipt, or have their questions answered immediately. For the convenience of its patrons, the Department offers a 24/7 drop box at its front entrance. A majority of the visits to the Department’s office are handled in 10 minutes or less.
Based on the short duration of most customer visits, the limited availability of nearby on-street parking, and the needs of the population served by the Housing Authority, establishing a 10-minute parking zone on North Nevada Street would provide designated short-term access for clients conducting brief transactions with the Department such as utilizing the drop box, dropping something off at the front desk, or asking a quick question. Therefore, staff recommends that the City Council adopt a resolution establishing a 10-minute parking zone between 8:00 a.m. and 6:00 p.m., Monday through Friday, on the west side of North Nevada Street, that will accommodate one parking space.
FISCAL IMPACT
The installation of the green curb using paint and stenciling “10 MIN” with white paint will cost approximately $500 and will be charged to the Traffic Control System account 640621101.5355 which has an available balance of $135,677; therefore, sufficient funds are available.
