BACKGROUND AND ANALYSIS

The County of San Diego Community Enhancement Program (CEP) provides grant funding to public agencies and nonprofit organizations for programs that promote job creation, economic development, quality of life, and cultural enrichment. Public agencies are eligible to apply for funding that supports public safety initiatives benefiting the community through the preservation and protection of life and property. The City of Oceanside Fire Department applied for funding under this program and was subsequently awarded $75,000 in reimbursable grant funds to support local public safety efforts.

Grant funds will support operations of the recently-authorized Fuels Mitigation Hand Crew Program. The funding will be used to acquire wildland firefighting tools and equipment and to cover start-up, training, and administrative costs associated with hiring the new Fuels Crew Members. Once hired as provisional employees, the crew will conduct year-round vegetation management, mitigation, and recovery projects, while also assisting with wildfire suppression operations. The grant will also provide newly hired members with appropriate wildland personal protective equipment, enhancing safety and readiness in the field.

The performance period for this award starts retroactively on September 24, 2025, and ends on October 24, 2026.

FISCAL IMPACT

The $75,000 in grant funds will be deposited and appropriated into Community Enhancement Program account 836202825272. The grant award has no matching funds requirement.
