BACKGROUND AND ANALYSIS
On February 23, 2022, the City Council approved a Professional Services Agreement for the design of El Corazon Park Site 1 with Schmidt Design Group. The final concept design, which included a pump track, was presented to the Parks and Recreation Commission at its June 8, 2023 meeting. A pump track is a closed loop of rhythmic mounds and turns that, when ridden correctly, requires no pedaling or pushing. All types of wheeled devices can be ridden on pump tracks; however, bicycles are the most common.
Staff recommends that the City Council approve a purchase order to American Ramp Company for public outreach, design, and installation of a pump track for a number of reasons. Over the last 20 years, American Ramp Company has worked alongside civic leaders, park planners, and advocates to develop skate and bike park facilities in their communities; for example, American Ramp Company recently designed and constructed the City’s newly opened John Landes Park Skate Spot.
The pump track at El Corazon Park Site 1 is proposed to be constructed of asphalt, as this material permits greater design customization and is favored for its non-slippery surface that enhances rideability. American Ramp Company is the parent company of Velosolutions, a leader in developing asphalt pump tracks that has designed over 800 pump tracks across 50 countries. Currently, all Pump Track World Championships organized by the Union Cycliste Internationale (UCI), the global governing authority for competitive cycling, take place on asphalt pump tracks designed and built by Velosolutions.
American Ramp Company proposes to provide the City with “turn-key” services (i.e., public outreach, design, manufacturing, and installation) for development of an approximately 35,000-square foot pump track at El Corazon Park Site 1. The American Ramp Company purchase order would utilize the Sourcewell Cooperative Purchasing Agreement, which includes Oceanside as a member agency. Therefore, the proposed purchase would comply with City Code Section 28A.24(b) and the City’s Bidding and Procurement Policy (Administrative Directive 21), which allow for cooperative purchasing utilizing agreements maintained by other public agencies.
As part of the scope of work, American Ramp Company would coordinate with Schmidt Design Group to provide a complete design for the proposed pump track at El Corazon Park Site 1, as well as with the selected contractor to construct the park concurrently with the pump track. Staff anticipates bringing a Public Works Agreement to City Council to construct the park in late 2025/early 2026.
FISCAL IMPACT
The design and installation of a pump track at El Corazon Park Site 1 is estimated not to exceed $1,000,000. The total cost will be charged to the El Corazon Park Site 1 account 912183923517.5703.10610, which has an available balance of $2,000,000; therefore, sufficient funds are available.
