MODIFY AN EXISTING ACCOUNTING SPECIALIST II POSITION WITHIN THE FINANCIAL SERVICES DEPARTMENT TO AN ACCOUNTING TECHNICIAN

RECOMMENDATION

title

Staff recommends that the City Council approve the modification of an existing authorized Accounting Specialist II position to an Accounting Technician position within the Financial Services Department.

body

BACKGROUND AND ANALYSIS

The Financial Services Department currently has one Accounting Specialist II position which primarily processes accounts payable for approximately half of all invoices that the City processes weekly.  The Department also has one Accounting Technician which processes the other half, along with other more technical duties.  The incumbent in the Accounting Specialist II role intends to leave in December.  This impending vacancy presents an opportunity to carefully review the position’s role, its responsibilities, and realign it with the Department's overarching growth, efficiency, and performance objectives.

After thoughtful consideration, staff believes it is advantageous to the organization to transition the Accounting Specialist II position into an Accounting Technician.  The Financial Services Department’s Accounts Payable Division processes the full cycle weekly accounts payable for approximately 270 invoices.  The Accounting Specialist II’s primary role in this process is to ensure the proper and accurate coding and entry of invoices into the JD Edwards Oracle system for payment.  With processes increasing in complexity, the need for an Accounting Technician with more advanced technical skills is necessary. To align with our evolving needs and to better serve the organization as a whole, staff recommends converting this Accounting Specialist II position to an Accounting Technician. This conversion would empower the position to engage in more intricate and technical tasks that match the increasing complexity of accounts payable operations, and would strategically align with the Department’s mission of delivering strong financial support and service to the City.

FISCAL IMPACT

The cost of the Accounting Technician position is estimated at $92,058 (step B) in Fiscal Year 2024-25.  The budget allocated for the Accounting Specialist II position in FY 2024-25 is $92,476 (step G).  The estimated remaining budget will be $418.  Therefore, sufficient funds are available.  Increase in future years’ cost will be funded during the normal budget process.
