BACKGROUND AND ANALYSIS

In March 2024, the Library applied for three LSTA grants offered by the California State Library, to implement the Sustainable California Libraries, Play for All and Teens Succeed projects. These funds were awarded in June 2024.

With the Sustainable California Libraries grant ($18,863), the Library will implement its "Sustainable Oceanside Libraries" project, which will provide professional development support and training focused on promoting sustainable practices to Library staff. Additionally, the Library will offer informational and hands-on workshops and related circulating materials centered on environmentally friendly measures to adults, teens and families throughout Oceanside. The project will provide for the creation of circulating kits on topics of sustainability, such as seed harvesting, bike fix-it, or nature kits for the community. The grant project activities will promote sustainability, helping the Library integrate long-term environmentally sustainable practices and learn how to reduce its carbon footprint.

The  Play for All grant ($47,499) will implement the Library’s “Empowering Communities Through Play” project, which will support established services and expand innovative Early Learning Hub efforts. The Library will add new STEAM (Science, Technology, Engineering, Arts & Math) programs for children ages 0 to 5 and their caregivers; interactive Early Learning Hub furnishings, including interactive STEM equipment for outdoor Library spaces; a meet-up and educational playtime series for underserved groups such as those with special needs, homeschoolers and Spanish-speaking families; and will conduct Kindergarten readiness workshops at various Library and community sites.

For the Teens Succeed grant ($70,555), the Library will continue its “Teens Work” project with the hiring of three cohorts, with three to four teen interns in each cohort, and each intern working 15 hours per week for a 12-week period; as well as an Hourly Librarian, who will provide the teens with mentoring and training for leadership and career development.  Library staff and interns will work with community partners to co-design new projects focused on the experiences and interests of teens within the community. The interns will work with their peers and staff to design teen-led programs for the community; and the programs made possible by the grant will focus on elevating the visibility and significance of teen perspectives.

FISCAL IMPACT

The grant funds received will enable the Library to employ one new provisional Hourly Librarian, for 836 hours total over the duration of the grant. The Library will also hire three cohorts consisting of three to four interns each, with each intern working a total of 180 hours over 12 weeks. Over the course of one year, the intern program will total 1,800 hours, re-using Position Control Numbers XLB040, XLB041, XLB042, XLB043 for each cohort. The following amounts received from California State Library will be deposited and appropriated as follows:
