BACKGROUND AND ANALYSIS

The Hillcrest Villas North Development project is a 6-unit condominium development located on the northeast corner of Hillcrest Place and Poplar Road. The owners of the property are James C.S. Meng and Lucy C. Meng, trustees of the Meng Family Trust dated June 1, 2016. See Attachment “1”, vicinity map.

On August 24, 2020, the Planning Commission voted 6-1 (Goodkind-absent) to adopt Resolution No. 2020-P23 approving Tentative Map (T17-00006), and Development Plan (D17-00009). See Attachment “2”.

A reduced copy of the Final Map is provided as Attachment “3”.

All financial arrangements have been satisfactorily completed. All pertinent documents have been properly executed by the owner. All grading, public improvement, and drainage designs comply with City ordinances.

The map is consistent with applicable general and specific plans and the site is physically suitable for the type of development. Conditions and restrictions have been imposed to ensure its compatibility with adjacent areas and the entire City.

FISCAL IMPACT

Development fees, required as a condition of map approval, will be assessed and collected per City Code, Section 32B.7. The fees collected will be deposited into respective business units.
