BACKGROUND AND ANALYSIS

The City received a request from residents to establish a preferential parking permit program on the residential streets of the Rancho Pacifica Neighborhood due to impacts of vehicles from adjacent land uses parking in their neighborhood.

The California Vehicle Code (CVC) section 22507 authorizes Cities to establish certain streets as preferential permit parking. The program is intended for residential areas that are severely impacted by on street parking in their neighborhoods from adjacent land uses. The program does not reserve specific on-street parking for individuals.

Each household may be issued a permit with an annual fee of $15 for each vehicle. Temporary guest permits (up to 20) may be issued to a household (valid for a maximum of 5 days). Proof of residency shall be demonstrated by voter registration, motor vehicle registration, lease or rental agreement, or a utility bill. Permits are valid from January 1 through December 31 of each year. More details of the program can be found in the Oceanside Traffic Code, Section 10.30 of the City's municipal code.
