Staff recommends that the City Council adopt a resolution ordering the summary vacation of the relinquishment of vehicle access rights via Vista Pacific Drive to Parcel A of lot line adjustment PLA22-00002, recorded December 1, 2023 as Document No. 2023-0332122, to facilitate two 45-foot-wide access driveways between Vista Pacific Drive and Parcel A, and authorize the City Clerk to file a certified copy of the resolution with the San Diego County Recorder.

BACKGROUND AND ANALYSIS
Owners of the property located at 2637 Vista Pacific Drive, AMERCO Real Estate Company, have requested vehicular access via Vista Pacific Drive to Parcel A of lot line adjustment PLA22-00002 as described in Exhibit A and shown in Exhibit B attached hereto. The access rights were formerly relinquished on Parcel Map No. 16346 pursuant to Section No. 66476 of the State of California Subdivision Map Act.
An Administrative Development Plan (ADP21-00004) for the construction of an industrial building totaling 49,566 square feet and appurtenances at this site was approved by the City Planner on September 30, 2022. City Council authorization to grant vehicular access rights is essential to the future development of this property as it would facilitate enhanced traffic flow to/from the project site. It is also a requirement of the approved development plan.
Government Code ?66477.2(c) and Streets and Highway Code 8330 et seq., provide the City Council with the authority to summarily vacate a dedication based on the determination that there is no longer a public need for the dedication proposed to be vacated.
