BACKGROUND AND ANALYSIS

The City has received COPS Grant funds from the State of California since the inception of the Program in Fiscal Year 1996-97. The City has established an interest-bearing State Supplement Law Enforcement Services Funds (SLESF) account, as required by statute. In previous years, the COPS grants have been used to fund overtime personnel and equipment, consistent with the guidelines set forth in California Government Code Sections 30061.

In September 2024, the Oceanside Police Department (OPD) was notified that the City's share of COPS 2024 funds is estimated to be $264,816. Based on prior years, the estimated allocation amount has always differed from the funds received. If additional COPS 2024 funding becomes available, staff will submit an additional staff report with spending recommendations.

The County of San Diego will disburse the quarterly funds to the City within 30 days of receipt from the State. OPD staff has prepared a budget for a total of $264,816.

The programs to be funded are as follows (note that consideration of the Drone as First Responder program is included as a separate item on this agenda):
* Flying Lion - $143,600 - Staffing of a visual observer, who will be provided Unmanned Air System (UAS) pilot training and be solely dedicated to the Drone as First Responder (DFR) and Real-Time Crime Center (RTCC) program.
