BACKGROUND AND ANALYSIS

On January 8, 2025, the City Council approved the authorization for the City to apply for two separate grant funding opportunities to prepare an Active Transportation Plan. A match amount of $74,555 and City Manager authorization to execute all necessary grant documents was also approved by the City Council on January 8, 2025.

The California Department of Transportation (Caltrans) Sustainable Communities grant application was submitted on January 22, 2025. Caltrans will announce award winners in spring of 2025. The SANDAG SGIP grant application was submitted on April 11, 2025. SANDAG will notify the selected applicants on July 18, 2025.

As a condition of the grant application, SANDAG requires additional language in the City's resolution certifying that the City has an adopted Climate Action Plan (CAP) or Greenhouse Gas (GHG) reduction plan. Therefore, an updated resolution is required and presented for adoption by the City Council at this time.

The submittal of the two separate grant funding opportunities increases the City's likelihood to obtain funding to develop an Active Transportation Plan. In the event that both grants are awarded, staff intends to accept the grant award from Caltrans and decline the grant award from SANDAG.
