BACKGROUND AND ANALYSIS

The following is a summary of actions approved by the City Council in relation to the City's existing PWA with Singh Group for encampment-related trash removal:

o February, 2022: Development Services staff solicited proposals for encampment-related trash removal in accordance with the City's Procurement of Goods and Services Directive. Singh Group was selected as the most qualified proposer as well as the lowest bidder on a price per crew per day basis.

June 22, 2022: The City Council approved a two-year PWA with Singh Group to complete encampment-related trash removal throughout the City at an annual cost of $222,976.
o December 7, 2022: The City Council approved Amendment 1 to the PWA, which added a second crew and increased services to five days-per-week for a new PWA total of $466,278.

o June 7, 2023: The City Council approved Amendment 2 to the PWA, which added a third crew for a new agreement total of $1,349,754.

o June 26, 2024: The City Council approved Amendment 3 to the PWA to maintain the same level of service for FY 24-25 with a new agreement total of $2,257,118.

o June 18, 2025: The City Council approved Amendment 4 to the PWA to maintain the existing level of service for FY 25-26 with a new agreement total of $3,192,610.
