TITLE: RESOLUTION APPROVING AN AGREEMENT WITH THE COUNTY OF SAN DIEGO FOR FY 2024 OPERATION STONEGARDEN GRANT FUNDS

Staff recommends that the City Council adopt a resolution approving an agreement with the County of San Diego for $150,000 for the Operation Stonegarden FY 2024 Grant; appropriate the funds to Operation Stonegarden 2024; and authorize the City Manager, or designee, to execute the grant agreement and all related grant documents.

BACKGROUND AND ANALYSIS
The U.S. Department of Homeland Security (DHS) provides funds to local law enforcement agencies through the Operation Stonegarden (OPSG) grant program to enhance cooperation and coordination among local, state, and federal law enforcement agencies in a joint mission to secure the United States borders along routes of ingress from international borders. Partnerships between federal, state, and local agencies facilitated by OPSG are essential in addressing transnational crime and border security. In 2024, the San Diego County Region was awarded $7,451,701 to support and enhance law enforcement preparedness and operational readiness along the land and maritime borders of the United States; $150,000 was allocated to the City of Oceanside for the grant period of September 1, 2024 through May 31, 2027. The funding received is not used for the purposes of immigration enforcement.
OPD's continued participation in OPSG operations helps improve border security and reduce border-related crime through increased water and land-based patrol presence. Per the terms of the Agreement, the City is precluded from enforcing federal immigration laws as part of its participation in this program. This is the sixteenth award the Oceanside Police Department (OPD) has received under this grant.
