BACKGROUND AND ANALYSIS

On May 4, 2022, the City Council approved a Professional Service Agreement with Kimley-Horn for on-call traffic engineering services with two, one-year renewable options. The agreement will end on June 30, 2025.
In February of 2025, staff advertised a Request for Proposals (RFP) for qualified firms to assist the Traffic Engineering division with engineering and planning/development reviews, traffic signal operation, traffic related reviews, traffic studies, and assisting with Federal, State, and Regional issues.

Twelve qualified consultants submitted proposals and four were selected to be interviewed: Kimley-Horn; Advantec Consulting Engineers; Linscott, Law & Greenspan, Engineers; and HDR Engineering, Inc. After the interviews were conducted, staff selected Kimley-Horn as the most qualified in addressing all of the City's requirements. The proposed scope of work includes, but is not limited to, the following:

A. Transportation and Planning Review
* Assist staff with grant applications and review.
* Provide technical assistance for the design and operation of traffic signals (including plan check and timing information).
* Provide civil design for traffic related projects including new traffic signals and traffic signal modifications.
