BACKGROUND AND ANALYSIS

The City currently maintains 164 traffic signal controllers. These controllers regulate the timing of the traffic signals to allow vehicles and pedestrians to move safely and efficiently through signalized intersections.
Of the 164 traffic signal controllers, the City has upgraded 150 controllers to Advanced Traffic Controllers (ATC). To complete the upgrade of all the remaining outdated equipment, an additional 14 controllers will be needed.
The City also maintains 43 Closed-Circuit Television (CCTV) cameras throughout the traffic signal system. These cameras are used to monitor traffic congestion and assist with traffic management during special events.
Upgrading the remaining traffic signal controllers to Advanced Traffic Controllers (ATC) will allow the City to standardize its signal system on a modern platform that supports advanced traffic management features such as improved signal coordination, transit signal priority, and pedestrian safety enhancements. Furthermore, the recommended replacements will improve system reliability and reduce maintenance challenges, as older controllers are challenging to repair due to the limitations on available parts.
