BACKGROUND AND ANALYSIS

The Oceanside Police Officers’ Association (Non-Sworn) (OPOA-NS) represents a total of 62 active employees in a variety of civilian positions employed within the Police Department (i.e., Records, Dispatch, Community Services, Forensics). In April 2026, the City’s negotiating team and representatives of the OPOA-NS initiated the meet and confer process. Over the next several months the parties met in good faith and reached a tentative agreement on the terms and conditions of a new bargaining agreement on September 25, 2026. The OPOA-NS membership held a ratification vote and elected, by a simple majority, to approve the agreement.
The proposed Memorandum of Understanding (MOU) is retroactively effective July 1, 2026 through June 30, 2028, and includes compensation and contract language clarification as directed by the City Council.
The key economic changes in the proposed Compensation Plan include the following:

Base Pay Rates:

General Salary Increase (GSI) of 3% the first full pay period following adoption of this MOU by the Oceanside City Council.

GSI of 3% effective the first full pay period in July 2027.

Special Salary Adjustments:

Effective the first full pay period following adoption of this MOU by the Oceanside City Council, in addition to the GSI, the following classifications will receive a special salary adjustment (additive to GSI, not compounding with) as specifie...
