body
BACKGROUND AND ANALYSIS
The Water Utilities Department currently has multiple grinder assemblies at the San Luis Rey Water Reclamation Facility (SLRWRF). These grinders serve the solids handling facilities' pumps which include primary clarifier sludge and scum pumps, digester transfer pumps, and centrifuge sludge pumps. These grinders are online at all times and will turn on and off multiple times an hour to grind up material before it enters into a pump. Two of these grinders are over 20 years old and are at the end of their useful life.
It is critical that these grinders run to keep feed pumps from plugging and to keep the plant in regulatory compliance. Staff secured three quotes for two grinders and DXP Enterprises submitted the lowest quote. Over $100,000 has been spent or encumbered with DXP Enterprises in the last 12 months, so City Council approval is required for this purchase.
FISCAL IMPACT
The cost for the two grinders including tax and freight is $34,044. The purchase order amount will be charged according to the table below.
COMMISSION OR COMMITTEE REPORT
The Utilities Commission will be apprised of staff's recommendation at its regularly scheduled meeting on January 21, 2025.
CITY ATTORNEY'S ANALYSIS
Purchases must comply with Chapter 28A of the City Code.
