TITLE: AMENDMENT 1 TO THE PROFESSIONAL SERVICES AGREEMENT FOR COAST HIGHWAY CORRIDOR PROJECT DESIGN SERVICES
RECOMMENDATION

Staff recommends that the City Council approve Amendment 1 to the Professional Services Agreement (PSA) with Kimley-Horn and Associates, Inc. ("Kimley-Horn"), in the amount of $165,330, for a total not to exceed amount of $2,230,530, for design services associated with the proposed Coast Highway Improvement Project; and authorize the City Manager to execute the amendment upon receipt of all necessary documents.

BACKGROUND AND ANALYSIS
On April 2009, the City Council adopted the Coast Highway Vision and Strategic Plan (CHVSP), outlining a set of Livable Communities and Smart Growth principles and recommendations including transforming the North Coast Highway Corridor into a pedestrian friendly and transit-oriented area. To accomplish the vision, in 2013 City Council commissioned an Environmental Impact Report (EIR) to analyze the potential environmental impacts of the reimagined corridor.
In 2019, the City Council approved the EIR and selected Design Alternative 3 from the series of potential designs studied. Alternative 3 includes the implementation of a "road diet" (i.e., lane reduction or channelization) along Coast Highway, enhancing mobility for all modes of transportation and incorporating various safety improvements. The design improves the 3.5-mile corridor from Neptune Way to Oceanside Boulevard including a reduction from two lanes to one lane in each direction, separated by raised median, and new street configuration, new bicycle lanes, buffers, mid-block cross-walks and a series of traffic roundabouts.
